Cebu's pet scene runs on community — week-long festivals at Parkmall, PCCI show weekends, corgi beach days on Mactan sand. It's smaller than Manila's circuit but louder per capita, with rescue groups like the Island Rescue Organization stitched into nearly every event.

Parkmall in Mandaue is the only BAI-accredited pet-safe mall in Cebu — which is why Pet Festival Philippines has called it home for more than ten editions running.
